This week, as reported by Reuters, India’s Delhi High Court upheld a temporary suspension of Telegram after authorities linked the platform to exam cheating networks during the NEET re-examination period. Telegram argued that punishing millions of users for the actions of a few was unfair, but the appeal was dismissed.

The move has reignited a global debate: should entire platforms be restricted because of misuse?

Telegram has faced full or partial bans in several countries, including:

  • China
  • Iran
  • North Korea
  • Cuba (during unrest periods)
  • Pakistan (temporary blocks)
  • Russia (previously banned, later restored)
  • India (temporary suspension in 2026)

In many other countries, restrictions appear temporarily during elections, protests, or exam seasons.

Has the Governemnt Restricted Telegram in Kenya?

Kenya has not banned Telegram, but access has reportedly been disrupted during national exams.

Since 2023, digital monitoring groups have noted Telegram restrictions during KCSE periods due to concerns over leaked exam papers circulating in large channels. Similar patterns were observed in 2024 and 2025.

There have also been reports of disruptions during periods of political protests, raising ongoing concerns about digital rights and online access control.

The scam problem no platform can ignore

Telegram’s structure makes it powerful, but also vulnerable.

Large anonymous channels and fast-moving communities have made it a hotspot for:

  • Crypto and forex scams
  • Fake job offers
  • Romance scams
  • Loan fraud
  • Exam paper leaks
  • Impersonation of celebrities and brands
  • Fake shopping and investment groups

The biggest issue? Even after takedowns, similar channels often reappear within hours.

Despite the risks, Telegram remains hugely popular.

  • Large file sharing
  • Open communities and channels
  • Fast news and updates
  • Business and education groups

For many, it’s not just an app – it’s an ecosystem.

Is Telegram Down?

Governments argue restrictions are necessary to protect users and critical systems like national exams.

Digital rights groups argue the opposite – that banning or restricting entire platforms punishes ordinary users while criminals simply migrate elsewhere.

The debate is not slowing down.

And with countries like the UK pushing stricter rules on under-16 social media use, the direction is clear: more regulation is coming to social platforms globally.
